[Shotimes] Tire Siping

My roommate recently purchased 4 new tires over at the local tire shop, les schwab on sunday. Since then he's been talking up getting new tires "siped" as in getting the tread cross-cut about every 1/2 inch horizontally across the tread. From what he says to me, the tires are able to use "fingers" created by the sipes. Creating better grip (tire tread can move around more), tires stay cooler, and tire life is increased. He had this done for $ 11 dollars a tire.
I was just wondering, anyone had any experience with tire siping? is there some measure of truth in these statements, or are we talking about another "snake oil" or "muffler bearing" product?
