Frank;
Do you have an 89 with an ETAC?
Do you leave it on all the time?
How many miles?
A/C still work? or connected?
My 89 Silver Bullet had the very same issue for 18 months.
At about 180-200k.miles.
Yours could be the same.
Mine would idle at 1200rpm or more.
Sometimes idle would surge or almost stall.
Would rev by itself at stoplights.
Wouldn't slow down between gears.
etc. etc.
I was getting ready to do an exorcism for the demons....

I changed lots of parts before I found the problem, or rather it found me.
Checked vacuum, hoses, gaskets, etc.
Nothing helped.
What was really wrong?
The compressor was on its way south, and it finally blew.
How did it happen?
Before it blew it was partially seizing up.
The engine PCM was trying to compensate for the extra drag.
The PCM resets the idle parameters every time you shut the car off.
If you start it with the A/C on and the compressor has extra "drag", it sets
the idle higher.
A few minutes later when the compressor heats up and returns to normal, the
idle goes up.
The PCM never resets or lowers the idle back down, it was never progrsammed
to deal with that condition.
Result too high idle.

To confirm:
AC on.
Start car
Idles OK cold.
Idles too high minutes later.
Turn AC / ETAC off.
Turn off car.
Restart car.
Idles OK now.
Conclusion: bad compressor. going, going.....

To fix temporarily:
Pull wire on compressor cycle switch permanently.
Cut power to ECM for 10 minutes.
Let engine relearn idle and driving style with no compressor involved.
It memorizes "as run" settings and mine took weeks to run / idle normally
again.
To fix permanently: replace compressor, then repeat above.

Good luck
 Lee
