Yes, your speedometer cable is going bad.  quite often is is 
because it got pinched or bent during assembly or some 
repair operation.  Sometimes speedo cable lube can help, but 
most times a new cable is required.  I think these are a two 
part cable, and if memory serves, the upper cable is the one 
that usually is the problem.
