Ron I think what you mean, is that the car must first go over a certain
speed before the ABS will work on decel.
Example: Put car in drive, step on the gas and get up to 8 mph by the
end of your driveway, hit the brakes, no ABS. Do the same thing but
break that "set" speed and the ABS will work, even if you were doing 8
mph when you slammed the pedal. It doesn't mean the ABS won't work if
you were doing 8mpg, you just have to have been going over the set speed
earlier on.
This is how it was explained to me. The Taurus, and probably others
won't re-engage the ABS until a certain amount of time has passed
either. If the ABS kicks on and you let off and step on it again, the
brakes will lock up. You need to have the brakes released for a certain
amount of time before the ABS will engage again if necessary.
