Secondly, wrt the resistor, this will only affect the LAMP OUT  functionality 
of the headlights.  It won't affect the LAMP OUT  functionality of other 
lamps.  

Each set of lamps are powered  separately, and each have their own "sense" 
inline resistor.

If that's the way it works, and it certainly sounds logical, this  voltage 
drop has simply been displaced to the DOWNSTREAM side of the  relays.  The drop 
should consist of a small "baseline" voltage  drop due to any inherent 
resistance in the wiring and connectors, plus "2x" the  voltage drop that occurs with 
one headlight lit.  When one bulb goes  out, the voltage drop would decrease 
to "baseline + x" in  that part of the circuit.  
 
Seems to me if this is the case, the relevant lines from the sensor could  
just be spliced in on the downstream side, though most likely the  "comparator" 
resistor might need to be tweaked to get the trigger point set to  the right 
voltage.
 
The sensor seems to live OK when plumbed into the original high-current  
circuit, it's the switch that's the weak point, so I assume plumbing the sensor  
into the downstream circuit would not affect its longevity.
