A caveat on Jim's advice"

If the fault was due to a high  (but not infinite) resistance between the
load and the supply, you will still measure supply voltage when the load is
removed.  That means that any amount of conductivity (even through several
megohms) will still read supply voltage.  The fan won't work, but the
indicated test will pass.  Far better to test the cirucit under "full" load.

The actual failure of the fan to operatet may be a matter of the 50A fuse,
the  HIGH/LOW speed relays in in the CCRM, the ECT, the LOW SPEED dropping
resistor or even the PCM in addition the possible fan fault.

If you really want to test the fan directly, connect the battery to it
through an appropriately sized circuit protection device (fuse or breaker @
50A)
