You can find conversion kits here that include a new receiver dryer, oil,
compressor with clutch and 134a oil for under $300.00

Carl is right it could be the air gap, and it could be several other
  issues as well.

One of the annoying parts of owning a 1993 is that youi have R12
refrigerant. While that is no big deal for a shop to handle, you
can't buy straight R12 anymore without a liscense. R134a is the
standard now, and is not compatible with an R12 system without
changing seals and cleaning out all the oil. It's a lot of work.

THere are R12 replacements available, or at least there were when I
did mu green car several years ago. I used one called "Enviro-safe".
It works really well, and is compatible with R12 systems, so no seal
changine or other things are needed. I got it from here:
  http://autorefrigerants.com/co00033.htm, pretty cheap too, I think I
bought half a case, but have since used it all in various cars. As
far as flammability is concerned, all refrigerants are flammable,
don't let anyone tell you they are not. They may have different flash
points, but when exposed to an open flame, they are all flammable. Go
ahead, try it sometime if you'r bored... don't burn your house down.

The low-side filler is located by the firewall in the passender side.
It's right next to the 40 pin connector for the ECM.
