Hang-ups in the steering are usually caused by two things....dirty oil, with gunk in
the valves of the rack and pump, or bad valves and pumps.  The pumps have been
holding up pretty well, but they are getting REAL old nowadays.  The first thing you
might do is drain and flush the fluid several times...there are procedures we have
come up with to make it easier to do.  You can use cheap oil to flush with, then put
good oil back in.  That will help, but it may well need a rack swap.  I'd try the
flush first.

I haven't done it myself....I've had the dealer do it.  But now my car is so old the
dealer won't touch it unless I sign a release!!

Guys here have done it, and they can tell you the specifics.  You do it with the
engine running, and hoses diverted from the fill spot.
