The extra hour of day light is in the evening and the morning because of the time of year when the clocks are changed. The sun starts to rise earlier and set later when sping begins, regardless of what the clock says. Before changing the clocks, its dark by 6:30 at night. Change the clock forward though and its all of a sudden 7:30 when it gets dark. Because the sun is rising earlier, you don't notice the change in time in the morning as much, especially if you wake up at time when the sun is fully up, say 7 am. I'm all for having DST lengthened, I'll take all the usable daylight hours I can get. I hate it when I leave work at 5:30 PM and its already pitch black in the middle of the winter. Seems like people have been ignoring natures clock and change of seasons in this discussion.

I don't know about that. The extra hour of daylight is typically around 6
to 7 am isn't it? I don't think most people are working at that time, but
rather getting ready for work.

I would counter that 'most' folks work in the AM (and pretty much every
office I've ever worked at uses internal lighting no matter what it's like
outside) and aren't home using lights anyway. However, most people are home
in the evening, and having extra daylight (not everyone would get home after
dark with extra daylight hours in the evening) in the evening could mean
less internal light/electricity use.

The extra hour of light in the morning means you don't need to run the
lights in the AM. At night, most people would get home after dark anyway,
so that doesn't really matter. But you save an hour of electricity in the
AM.
