   The tool you have is for disconnecting the round spring clip fuel lines under the hood (also A/C lines).  The fuel filter uses a different setup, as you've seen.  If the new filter has clips with it, you can cut off the cross piece attaching the two sides and push them through, or just use needle nose pliers or a small flathead to pry up enough to get a grip with your fingers.
