It sounds as if you've described an escrow service
which are available independent of paypal.

Paypal does have a (seller?) protection policy which
can be purchased for a few dollars. I never looked
into it. Maybe it was a buyer policy. I don't
remember...I never bothered because I figured that my
credit card company is a lot more powerful for no
extra money (as a buyer). However, a seller has little
protection against false claims except for good record
keeping and a paper trail.
