Wow.  Apparently, Oak Ridge TN has just 28K residents (epodunk.com) but 
collects $6.3M per year on traffic tickets.  That's $225 per capita, but I 
bet those tickets aren't going to residents.  You can buy a lot of civic 
improvements for $6.3M.  No wonder the appeal was sponsored by NMA.

Maybe when federal money for nuke research wound down, that was when they 
knew it was time to adjust the speed limit.
