Probably they meant it in the sense that each two molecules of it  do 
decompose (very energetically) into 2 H2O and an O2.   On  the other hand you don't 
want to drip any of it onto your shoes, as they will  catch fire.  
 
Yes, it's quite a hazmat in its purified state and there's an ongoing holy  
war among big mojo rocketry folks regarding H2O2 vs LOX.  You may  recall a few 
months back a lorry blew up quite spectacularly on a British  highway.  Turns 
out it was carrying casks of hi-test H2O2 from a  Swedish "distillery" to an 
amateur rocketeer in England.   The  shipping protocol has since been modified 
;-)
