[Shotimes] Vibration or picky...again

Vibration can be felt throughout the car, but especially in the dashboard.
You can just visually see the dashboard vibrating.
This vibration happens with all of my wheel combos (two 235/45-17 and one 235/40-18), but is somewhat more pronounced with the 40 seris tires.
All wheels are balanced. Rims are "true" both radially and laterally.
The vibration is felt in one (sometimes two) particular mph "spots". You go 3mph faster or slower and then there's no vibration. So it's a resonance thingy.
Just to add aggravation to the whole thing, depending on which of the five positions you can mount a wheel on the hub, these mph "spots" move around quite a bit. The spots can be as low as 65mph or as high as 85mph.
Ball joints are new. Tie rods are new.
The only thing that is not new is the front wheel hubs and bearings and CV axels.
I've tested the bearings with the "twist the wheel up and down" method. No movement at all.
I had an accident (or someone who borrowed my car actually) many years ago when he severely bent a front rim and dislocated the upper strut mount. I have since then replaced struts, springs, and brearing mount.
Is it possible that something could have happened to the wheel bearing or the studs in the hub?
