No...a belt can break or become unwoven, after a while.  It will cause the tread to
develop a twist, or can suck one portion in from the original outer circumference
diameter, or push it out past that point.  This is a defect in the tire, and is
adjustable by the tire dealer.  You will pay for the amount of tread you have
already used, as is normal for an adjusted tire.

If they REALLY get screwed up, the tire can look like a bowtie.....I've seen that
back years ago.
