[Shotimes] Modifying the EEC-IV stock program parameters

(I can hear Ted's voice as he makes the changes to the program settings
for these.)

Let's do this is list form.

1)  adding a little spark down low, and some in the middle.
2)  Leaning out the WOT fuel to make a little more power up top
3)  maybe slightly adjusting the secondary opening
4)  maybe bumping up the rev limiter a few hundred rpm
5)  Turn on the fans a bit sooner

I have 4) turned off (stock setting), items 3) and 5) active.

Items 1) and 2) are also active and they most are probably the only
settings of any significance.  I don't run my car at WOT that often (well,
maybe a little more than I admit), so really item 1) is probably the
biggest change.  I assume that the spark settings are what cause the LPM
to require the higher octane fuel.  I also suspect that this change makes
a significant difference in fuel consumption, but I won't know this for
sure until I do some more testing.

track, no power gained but you can carry a gear a little longer before a
shift) raising the idle maybe if you have UDP's, or cams.  Turn on the fans
a bit sooner, etc.  None of that will make a bunch of power, but can help
a bit.
