Never. Any fuel injected vehicle should start without touching the gas
pedal. Your IAB may be sticking closed starving the engine for air? You
might have leaking injectors that drip only when it's very cold? When the
TPS exceeds 1 VDC while cranking then the injectors are shut off. This
should allow a flooded engine to clear itself and start. Do you have any
fuel pressure before startup?
