 The biggest problem will be that your nice shiny new repair will make the
rest of the old oxidized paint look like crap!!

 The material is NOT fiberglass and you may paint it with any approved
automotive paint. Since the plastic is already painted from the factory you
don't really need to worry about what it is. If you want to know remove the
bumper cover and look for the code on the back that will identify the
material. I would guess it's TPO (Thermal Processed Olefin).

 The proper base coat/clear coat repair does not require a flex additive
anymore. I use Dupont paint and they advise against using it at all. The
modern urethane/polyurethane based paints are very flexible as sprayed. This
is at the front end of the car which takes all the abuse of driving so I am
sure you have other defects like chips and scratches. Maybe you should
inspect the front closely and consider repainting the whole bumper or even
the hood and fenders?

 If not, is it too big to be repaired by some touch up paint in a bottle? I
know it's not the best but with white any other color showing just sticks
out so badly! Use rubbing compound and see how much of the gray you can get
off first. If you have any clay magic, I would try that first. Sometimes you
can get just about all of it out with that.
