The last time I had wiper problems....while my '91 (Gen 1) wagon was less than 2
years old, there was a computer or logic brain or something somewhere that was
bad....there are three basic components in the system...the moter, the MFS, and this
brain thingy.

The EVTM calls it the "interval wiper/washer module".
It is down just to the right of the radio/cup holder area, to the inside of the
glove compartment. Empty that, and turn it all the way down (if you can do it in a
Gen 2), and it will be inside the GC door opening, to the left, mounted on the
center structure of the dash. It is sort of big, with two connectors in the back
edge, facing the seats. The basic part number is 10N911, at least in the 1990 year.
