I've actually been coming up with a new form of computer language for 
the government that I like to call Maybenary... it consists of three 
numbers instead of two... the values will be, instead of 1 and 0, "yes", 
"no", and "maybe". I figure it will revolutionize the government as we 
know it. Just think about it!

:IF (DEFICIT = MAYBE)
:THEN (COVERUP = YES)
:ELSE GO TO DELAYING TACTICS
