I really think the answer is to get several people to co-chair for
keeping it up to date.  I someone gets busy it can be done by someone
else, and it keeps being updated.

In the world of spacecraft (where I work) having one person updating
would be called a "singlr point failure".  If that guy takes a
vacation, things are not updated.

While I like the idea of being able to have public updating or
additions, it has seemed not to work well.  If adding things took a
password for the general public, that might work.  Like aren't the
first 4 or 5 digits of our VIN's the same?  It would be a password we
all knew, but no one else would know.
