Consider removing the whole outer air box, and mounting the horns in the vacated space outside the frame rails, with the bells down towards the bumper and the other end up above the wheel well liner.
Of course, that assumes that the horns are actually horn shaped, and aren't a constant 16x14x10 rectangle. Seriously, though, pull the driver's wheel and wheel well liner and see if it's possible. That way, it still looks totally stock underhood (no officer, how could it possibly be me, look, there's no room for those horns) :)
