painting/powdercoating alternator

I think I need to take a serious look at my alternator. Today after getting
home and watcing the voltage drop on my autometer gauge (stop and go
driving, AC on, ect) I opened the hood. For shits and giggles I wanted to
see how hot the battery was. Ouch a little warm byt not unbearable, ok so
that's not the source of the 12.9V reading from the cigarette lighter while
running under full load. Then I get the bright idea to touch the alt
housing, damn near gave myself 3rd degree burns. That thing was HOT like it
should have a warning sticker on it hot!
I just had it rebuilt with new bearings and new stator (or is it strator)
last year, but this thing makes water burn right off as soon as its dropped
on there. To top it all off, my voltage while running at the battery is
16.7volts, it's 16.7 volts from the positive terminal on the alt to the alt
housing, and everywhere under the hood from the positives to all the gounds
it's 16.65 volts. So it think my voltage regulator is a little funky or
something. Course inside the car at the lighter I have 13.8V with no load,
and who knows what my PCM is seeing.
Any thoughts?

Instead of grinding or sanding, ask your powder coat shop to mask those
areas.
Now, the second question. It is ALWAYS better to run the correct tap down
every hole when doing assembly work. You'd be amazed at what you will get
out of screw threads.

Can I coat or paint the inside of my alternator case without any ill effects
related to electrical fields, etc? I assume that I'll need to sand or grind
down the finish where the electronics mate to maintain a good ground, right?
Something I've always wondered; can I get away with a bare finish under a
bolt or screw head or do the threads have to be bare as well to maintain a
good ground? (this goes for anything, not just alternators)
