[Shotimes] postal fraud

Greetings
I was wondering if anyone had any experience with
resolving fraud dealing with Postal Money orders. I
sent a Postal MO to someone for some SHO parts and
they now refuse to send a tracking # or answer my
numerous emails or phone calls. I went to my local PO
today and they are going to look into it but it
doesn't seem clear if I can recover my money or not.
Even if I can't and this person is guilty of fraud, I
plan on doing whatever I can in my power to make sure
he is dealt whatever the law(s) can serve. 

I am very tolerant of people who suffer downfalls or
scheduling constraints and can't ship things on time
or answer email immediately. However, this person is
still actively exchanging email with at least one
other person in this community involving the sale of
more SHO parts while continually ignoring my requests
for a tracking # or any type of response. The last
that I heard was that the parts were shipped 2
Saturdays ago via USPS Priority Mail complete with
delivery confirmation. That means that I should have
received the parts on Tuesday or Wednesday of last
week.
