The IAC is actually a good idea and a very likely culprit in this case.
FWIW, to add to what Jeremy and Steve have said, I've noticed that the 
"whistle" only appears on my ATX when the engine is fully warmed and 
running at certain RPMs.  Moreover, I have not noticed the whistle at all 
since changing my warm idle speed to 848 rpms via the TwEECer.
As Jeremy said, YMMV.  ;)
