It really doesn't sp much matter, since there is plenty of compliance in the rubber bushings.  Mounting flush to the knuckle is
fine.  Just be sure to do it the same way at all four locations.  I mount flush to the knuckle on our two cars.

On the knuckle end of the GM control arms, does the bushing mount flush
against the knuckle face or do I need to add a washer between these
surfaces?
