The key word is "most".....but not all. If someone is buying s helmet for at least 50% track use in a car, buy an SA helmet. If anything, more tracks will be requiring SA as time goes on.
 
The key difference in an SA is the Nomex liner, but there are a few other differences relating to crash issues. The Snell site spells it out.
