[Shotimes] (ot) Help Please -- No Parking or Inst. Lamps

Our 94 Crown Vic has no instrument-cluster or parking lamps --- basically 
everything that's on Fuse #9.  Fuse #9 is intact and there is power at this 
fuse.  95 EVTM shows a "Lighting Control Module" to be near the driver's 
right knee, and I'd like to do voltage checks at this module.  I've got the 
trim panels off but darn if I can find the LCM.  Brake, turn, and headlamps 
all work fine.

Any suggestions on how to track this down?

Anyone know where I can get online access to a 94 EVTM for Crown Vic / Grand 
Marquis?
