I'd think a short. While checking voltage, Cable short if it's all the time.
Ignition switch possibly, or starter if the voltage only drops then.

Check those cables. I almost lost my SHO due to 'em. see copy below:

I almost lost my Silver Streak 89 due to a cable short. It led to a fire.
I think all the 90-91 Gen is have the same setup as the 89, as long as they
have the starter solenoid mounted over on the driver side fenderwell.
There is an extremely long, constantly hot positive battery cable, that runs
from the passenger side battery to that solenoid. It must be 6-8 feet long.
IT IS NOT FUSED AT ALL. A 400 amp battery can and will throw tremendous
sparks when it is grounded. And it won't stop, cause there is no fuse or
fusible link. Mine rubbed a bracket near the clutch lever, and cut thru the
insulation. It caused many annoying pops, clicks, bucking, and voltage drops
until it caught fire one day...
For Barts sake, check every inch of those long battery cables, especially
where-ever they come into close proximity of something metal that they could
rub against to abraid the insulation. I bought new ford cables cause they
fit better, and tie-wrapped a couple of key points in garden hose for extra
protection.
