Jack,  On the 90 through 95 SHOs, there is general consensus that the
proportioning valve is unnecessary and is a backup system at best to
the 4 wheel ABS we have.  Also consider that with the 96 fronts,
you've already increased the braking bias significantly to the front
and moreso if you put better pads up there.  Assuming your ABS is
functional, bypass the whole proportioning valve by buying some plugs
sold be people out there like SHONut and Kirk.  This will ensure that
the rear brakes are doing their best to help the cause.
