I also would suggest a vacuum leak? He has changed a LOT of parts without
having a good reason. Did he just start changing stuff? What happens when
the IAC is disconnected with the car running?
 Does he get the all clear when running the PCM test? I would also run the
cylinder balance test to gather more information.
