If it has EGR, you need to clean out the passages in the intake.  If it doesn't, you
need to unplug the shorting plug just in front of the PCM connector in front of the
passenger firewall just before testing.  You can't drive it very well with that plug
out, so do it just outside the door of the smog facility.  It also helps if the cats
are healthy.
