That is strange...

I thought that it was universal now.  A dead line isn't truly dead and will
still dial 911.  I know this for a fact here in Atlanta and I know it does
it in Morrow County, Ohio, which is totally backwoods.
With the digital switches the phone company uses now, there is no need for a
dial tone.  It is provided for your comfort.  Before the days of 911 you
could pick up a dead phone and dial 0 and get an operator, unless of course,
the line has been physically disconnected from the pole.

You are correct Ron, no service on a landline means no dial tone, no dial 
tone = no connection........I doubt that will ever change.

The only time a non-active phone works for 911 is in the case of a cell 
phone.
