I'm not sure if you actually need a dial tone or not.  I have to work at the Police Dept tonight, I'll look through the books and if not I'll call Verizon and get an answere for you.   I just know that we still get 911 calls coming in from residences that do not have paid service.

That would mean that you would still have to havve a dial tone. Is this now the case? I haven't moved in a few years, but no service always was equal to a dead line.
