[Shotimes] Adjusting belts?

     With the halfshaft trouble taken care of and the car driving nicely 
again, I came to the conclusion that the belts should probably be adjusted, 
too.  I'm familiar with how the tensioners work, but I'd be curious to hear 
what the best method and attack angles are to adjust both the upper and 
lower tensioners.  Can they both be done easily enough with the car on the 
ground, or should it be put on stands?  Also, what tools make the job 
easier?  Do they sell long pieces of key stock, or ??  That lower tensioner 
isn't exactly easy to reach!
