I believe that the express down modules have a current sensing circuit in
them.  If the current rises too far (window is at the end of its travel)
then it shuts off the motor.  I would look for alignment issues before I
replaced a motor.

Fellow SHOers,

I have recently discovered a problem with the drivers
side window stopping about half way down when the
express down is triggered.  I have always had the
feeling that all the windows were under powered or
just moved slow compared to other vehicles I have
owned.  If I trigger the express down again it will go
down the rest of the way and if I hold down the
button, it will go down all the way as well without
pausing.  Motor issue?  Express down circuit issue,
maybe the switch?  I also have a 97 GMC Savanna that
will only move about 3 or 4 inches by itself in either
direction.  If I help it with my hand then it will
continue to move in either direction.  I as about the
replace the motor, but wanted to make sure it was bad
before I shelled out the $100 plus on a non-returnable
electric part.
