The problem has to be lack of fuel or spark.

Does the fuel pump prime the system when the key is turned to the ON position, prior to going to START? You should hear it run for a couple of seconds. You can put a pressure gauge on the schrader valve, or just push it in with your finger to verify the rail is being pressurized.

Are you getting any spark at all? A good way to check is to just put a timing light on each plug wire and turn it over. If it blinks, you've got spark. If not, it's something in the ignition circuit. Sounds like the PCM is new, and I'm assuming its wiring harness is ok. I'd check the crank sensor, DIS module and coil packs (in that order).

I have a '91 SHO.  It will crank but will not start.  I am not
mechanically inclined so I had it towed to a Ford dealership here in the
Denver area.  It's been 2 weeks now and they still cannot get it to
start, even after consulting with the big boys at Ford Engineering.  Has
anybody out there had this problem before and found a way to fix it?
I've looked through the archives and have seen a number of WON'T START
posts.  I've been told I need a new PCM (pretty sure that's the name)
but a new one didn't solve the problem.  Any help would be appreciated.
