Jared,
You should be able to grab the end of the e-brake cable (the ball) with
visegrips and pull it back and out of the spring. You might need to
slightly compress the spring but they should come out. If you can't pull
them out, the cables might be frozen. If that's the case they probably need
to be replaced. If you plan to replace them you can just cut them off for
now.

Well like most any project I undertake I have encountered some difficulty in
removing the emergency brake cable from the back calipers on both sides. I
have shot them with penetrating spray, smacked them with a hammer, and
twisted with pliers, but they will not budge. It is so irritating because I
am at a stand still until these come off. Can some one please detail how I
should heat them. I have never done this. Are there any precautions I
should take. Again any help is appreciated.
