To a point maybe, but I think the convention track days are enough to prove
a over the counter "consumer" pad gets in "over it's head" and glazes, cf is
reduced, heat takes off, vicious cycle...etc.  Before you know it, you've
got welded pads/calipers/pistons and a big mess (in addition to
ruined/warped rotors, etc).

I ran the panther pads on the 96 brakes in CA 04, on the 92 (with the cheap
chinazone rotors).  After spending 2-3 years with the Wilwood "A" stuff on
the 89, I didn't expect much from the 96 panther pads.  Frankly, they did
fantastic.  For a stock hp SHO, that's all the brake you need for a little
track fun (if you don't mind replacing boots and piston seals every now and
then)

The last track day at road atlanta I got hung out with the 92 (96 brakes
still) with over the counter PFCM pads.  Scary.
