My first suspicion is that they do not, but I'm not sure.

I suspect that the use some common compressors, and individual models can
have their own clutch/pulley setups, so it's easier (and more profitable) to
not include them.

Don't new compressors come with the clutch?
If not, you may have stumbled on something.
