Given: A/BrC

D = C + 2((A/25.4)*(B/100))

eg. Given: 215/55R16

D = 16 + 2((215/25.4)*(55/100))
   = 16 + 2(8.46 * 0.55)
   = 16 + 2(4.655)
   = 16 + 9.311
D = 25.311 inches
