EGR is the primary agent to reduce NOX output. That system needs to be working properly. If you don't have EGR, then the cats are all you have. If they are original, they are getting tired. If they are newer, then you might have to pull the 10 degree plug up in the right front corner of the firewall in order to keep the timing from advancing during the test. The car runs terrible, but it will pass the NOX test.
