And, even if they started them up again (Detroit area did them back in the
early 80s) I could register a car up at my in-laws near Port Huron, which
would be out of the emissions-checking area.

Definitely sounds like it CAN be titled, with less work than it will take
Kirk to get the Barney car titled!!  ;-)But, since Jim is now 'free', he
might be able to "Git 'R Done".

I suspect that they never transferred the salvage title when they bought it,
and don't wanna mess with it.

It makes the car a better deal yet for someone who wants to wade through the
bureaucracy!!
