I did some Googling around (can seem to get the original article), but I
also found this link with some interesting observations from Mark about
cycle jetting, but it also applies to cars:

FWIW, I disagree with the guy's assessment below about "artificially
inflating the horsepower numbers". It really doesn't matter what the
"number" is, but to set the dyno to produce something close to a benchmark
number makes a lot of sense to me.

The article was a bit confusing about where, after factoring out drivetrain
losses, etc, he felt his number was too low, but the article said that he
set the dyno to match the 120 HP on a VMax, which seemed to indicate that
was an engine-dyno number, not wheel HP number. Something's missing in that
explanation......I think!

I love the term "bullshit meter"!!

 The March 2006 issue of Sports Car International has an article on
 Mark Dobeck, the man who "invented" the inertial chassis dyno (founder
 of DynoJet). He essentially admits that he intentionally artificially
 inflated the horsepower numbers put out by his dyno - a very
