Actually, it's been done. A few months back one of the tire mfrs showed a
wheel/tire one-piece unit. Basically a wheel with flexible spokes. Pretty
weird looking, but it has promise.

someone should just invent a wheel with a permanent exterior "rubber band"
skin on the OD, and then you could make the whole assembly a 30" wheel and
screw the tires :)
