It's called "playing to the dyno". I doubt it inflates it much, though.
Different tires and pressures can alter the #s, but much of it is a "real"
increase or loss. I've heard that very high pressures help o the drum.

And putting 70 psi in the tires is something people do when they want to
inflate their dyno numbers before selling the car.
