[Shotimes] cooling fan relay

so my cooling fan on the 95mtx doesn't come on. Not a problem on the  
highway but it is getting hot in city traffic. The fan works if you  
give it direct power. The 50 amp fuse is good. So it's either a  
relay, bad wire, or sensor. I'm thinking relay because turning on max  
a/c doesn't make it run and if it was a sensor I would think that  
control would bypass it. Question is where are the relay and sensor  
located? There is a relay mounted on the radiator frame by the  
driver's side headlamp. Is that it? Anybody know or have any other  
suggestions?
