Thanks for all the pointers.

The ty-wraps I can find are just the wraps without the "plugs" that
would anchor them into the frame. What I am looking for is a
ty-wrap attached to a press-in 1/4" plug. Also, a 97 rice-burner
need not be "concourse" so I'm dithering over several jury-rigged
solutions -- we tight.
