[Spridgets] gauge help

I cleaned up my speedo and found a few loose parts in the can.  There's a
tapered brass needle about 1/4" long I can't find a home for.
 
The plastic speedo needle won't return to 0 when I move the little half moon
piece under the indicator and I have something rubbing there also.  Is this
beyond hope to DIY?
