Bill, when transferring pressure - as is largely the case with the 
braking system, then I would agree.

But in the case of the clutch you are moving a quantity of fluid 
through the pipe, and a smaller bore pipe will take longer and / or 
more pressure, to force the required quantity of fluid through it.
